within those provinces under Marshal

Feng's control. Special delegates from

Russia will undertake the work of

distribution for the purpose of

propaganda.

(c) The political situation in Shantung is

most detrimental to Russia.

We must be

quick enough to oust Chang Chung-chang,

the Japanese-aided militarist.

The following 3 steps are to be taken in

Shanghai :-

(1) Use the influence of the Southern

members in the Nanking Government to make

the Authorities to adopt suitable plans for the elimination of militaristic power in Shantung Province.

(2) Oppose the Japanese expedition to Shantung, as such an expedition means a help to Chang Chung-chang.

(3) Instruct Marshal Feng to settle the Shantung question with military power

according to the development of the political situation in China.

(d) Peiping and the Chihli Province are the

most important places.

It is necessary

to establish an organization in the

Russian Consulate at Tientsin to watch all

the military leaders in that city.

The

Chinese 'military mufti corps (Tchon)

should be immediately organized under the supervision of the Russian Political and

Military Association. The object of

these organizations is to threaten the

rear
